When to use this guide
- Considering cavity-wall insulation and the materials to be used
- Reviewing an insulation product or proposed substitution
- Distinguishing building-occupant protection from construction-worker exposure controls
What to check
Use these prompts with the responsible project team. Ticking a box does not certify compliance.
You can tick these prompts while reviewing the project.
Keep these records
- Product specification and relevant safety information
- Design/technical acceptance and change records
- Installation details and location records
Common mistakes
- Using Part D as if it covers all chemical hazards at work.
- Assuming an alternative insulation product is equivalent without reviewing its evidence and use.
When to get specialist help
Ask the responsible designer and competent health-and-safety adviser about uncertain material emissions or worker exposure. Do not diagnose an exposure risk from a product name alone.
Scope and edition
Official attachment is labelled 2010 edition incorporating 2010 and 2013 amendments. Applicable version remains project-dependent. Part D is not a complete workplace hazardous-substances regime. Consider COSHH separately for construction activities.

About this library
Independent, plain-English reference notes by Saeed Azarshab. The library covers the 42 subjects listed here; it is not every law affecting construction, an official government publication or a project-specific compliance decision. Building Regulations, Approved Documents, workplace safety duties and planning permissions have different roles.
Editorial source review: . Check the current official text, commencement dates, outstanding amendments and transitional arrangements before relying on a requirement. Publication date is not necessarily the date a rule applies. A relevant competent professional or authority must resolve project-specific questions.
