Define Before Evaluate

Before asking whether a plan worked, I want to know what we agreed to measure. A shorter programme is not automatically a better programme. It may be working with different scope, assumptions or acceptance criteria.

One Building, Four Phases

One building. Four construction phases. A very different basis for planning. Our study of the Zahir-ol-Islam House in Tehran found evidence suggesting that the building had developed through four stages: an initial ground-level structure, a later basement, further basement expansion, and additions to the north and south.
