Approved Document R: Infrastructure for electronic communications

Statutory guidance · England-focused reference · Editorial source review:

Part R concerns electronic-communications infrastructure. The guidance distinguishes new-dwelling infrastructure and network-connection provisions from those for other new buildings and major renovations. Establish the correct volume, scope and transition first; the presence of a broadband socket does not resolve all infrastructure or connection responsibilities.

Independent explanation, not an official approval or project-specific legal/design advice.

When to use this guide

  • Planning electronic-communications provision in a new dwelling
  • Coordinating infrastructure in another new building or major renovation
  • Working with a network operator on routes, connection and evidence

Keep these records

  • Infrastructure design and operator correspondence
  • Scope, transition and any exception evidence
  • As-installed route and connection information

Common mistakes

  • Confusing every renovation with the specific new-dwelling network-connection provisions.
  • Leaving routes or operator coordination until finishes and external works are complete.

When to get specialist help

Seek competent design and network-operator input when routes, connection obligations or exceptions are uncertain.

Scope and edition

Both volumes are 2022 editions. Changes effective 26 December 2022, with transitional arrangements described on landing; choose the right volume and project regime. Do not confuse dwelling gigabit-network connection provisions with every building renovation. Check notice dates, start dates, exceptions and network arrangements on the official source.

Volume 1: physical infrastructure and network connection for new dwellings. Volume 2: other new buildings and major renovation of existing buildings including dwellings.

Use the official source to check the current text, amendments not yet incorporated, commencement and project-specific transition. A published future edition is not automatically the rule applying to your work.

About this library

Independent, plain-English reference notes by Saeed Azarshab. The library covers the 42 subjects listed here; it is not every law affecting construction, an official government publication or a project-specific compliance decision. Building Regulations, Approved Documents, workplace safety duties and planning permissions have different roles.

Editorial source review: . Check the current official text, commencement dates, outstanding amendments and transitional arrangements before relying on a requirement. Publication date is not necessarily the date a rule applies. A relevant competent professional or authority must resolve project-specific questions.
