Fire Safety Act 2021

Act · England-focused reference · Editorial source review:

This Act clarifies that the Fire Safety Order covers the structure, external walls and doors between flats and common parts of relevant multi-occupied residential buildings. It changes what the responsible person's assessment must consider; it is not a certificate declaring a façade safe.

Independent explanation, not an official approval or project-specific legal/design advice.

When to use this guide

  • Reviewing a fire risk assessment for a building with two or more domestic premises.
  • Assessing whether external walls, balconies or flat entrance doors were omitted from earlier information.
  • Planning work that changes the building's external-wall or fire-door arrangements.

Keep these records

  • Updated fire risk assessment and a clear description of its scope.
  • Available façade, balcony and door information with identified gaps.
  • Specialist advice, action decisions and records of completed remedial measures.

Common mistakes

  • Treating the Act as a blanket requirement for one particular commercial survey or certificate.
  • Assuming an external wall is safe because it appears familiar or because an old assessment omitted it.

When to get specialist help

Consult a competent fire risk assessor when external-wall construction or its risks cannot be assessed reliably from the available information.

Scope and edition

Sources reviewed 17 October 2026. England and Wales had separate commencement arrangements. The official information was updated in June 2026; use current official guidance rather than discontinued assessment tools.

Use the official source to check the current text, amendments not yet incorporated, commencement and project-specific transition. A published future edition is not automatically the rule applying to your work.

About this library

Independent, plain-English reference notes by Saeed Azarshab. The library covers the 42 subjects listed here; it is not every law affecting construction, an official government publication or a project-specific compliance decision. Building Regulations, Approved Documents, workplace safety duties and planning permissions have different roles.

Editorial source review: . Check the current official text, commencement dates, outstanding amendments and transitional arrangements before relying on a requirement. Publication date is not necessarily the date a rule applies. A relevant competent professional or authority must resolve project-specific questions.
